No. Step 2 runs a bundled script that handles extraction and WebP conversion, and it falls back to downloading a static ffmpeg binary if your machine does not have one. You never touch a flag.

Footage with movement through space or time — a walk-through, a process, a product turning, a reveal. Locked-off static shots technically work but give the scroll nothing to reveal, so the effect falls flat.
